Small-scale privatisation in October: UAH 525m for the budget, auction prices up 2.4 times

October results

The State Property Fund of Ukraine (SPFU) held 40 successful online privatisation auctions in October on the Prozorro.Sale system. The lots had a combined starting price of UAH 219.18 million, 217 bidders took part, and the winning bids to be paid into the state budget total UAH 525.27 million, the Fund’s press service said.

In addition, one successful auction sold an asset forfeited to the state, with a winning bid of UAH 8.01 million. On average, the sale price of privatised assets at auction rose 2.4 times above the starting price.

The biggest lot

The most expensive lot of the month was the single property complex of the state enterprise “Powder Metallurgy Plant” in Brovary, Kyiv region. Its price rose at auction from UAH 204.90 million to UAH 275.00 million, more than half of October’s total.

What next

For November the SPFU has scheduled 101 privatisation auctions with a total starting price of UAH 259.15 million. Auctions are also expected for five assets forfeited to the state, with a combined starting price of UAH 1,241.65 million.

For comparison

In September 2026 the Fund held 34 successful privatisation auctions, whose winners are to pay UAH 253.2 million. October’s result is therefore roughly double, largely thanks to the Brovary plant.

Why it matters

Small-scale privatisation brings extra budget revenue and hands inefficient state assets to private owners. Still, these are small sums relative to the wartime state budget: most spending, including on defence, is financed by taxes, borrowing and international aid.
