Three hits on one facility

Late on Friday, 30 October, Russian attack drones targeted Kyiv. Mayor Vitali Klitschko said three drones struck the same critical infrastructure facility in the capital. Several facilities lost power, water pressure in the city network dropped and the water supply system began to fail.

Energy company DTEK said parts of the Obolonskyi, Darnytskyi, Desnianskyi and Podilskyi districts lost electricity. Rolling outage schedules in those districts were suspended while repair crews worked at the damaged sites.

Which districts lost water

According to Klitschko’s last update on Friday night, water had already been restored in Obolonskyi district. Sviatoshynskyi, Podilskyi and Shevchenkivskyi districts received water at reduced pressure. The entire left bank — Darnytskyi, Dniprovskyi and Desnianskyi districts — as well as Pecherskyi, Solomianskyi and Holosiivskyi districts remained without water. Emergency work continued through the night.

Ukrainska Pravda reported that windows on the sixth and seventh floors of a 14-storey apartment building in Shevchenkivskyi district were blown out; there was no fire. Kyiv Post notes that the city plans to begin supplying heating to residential buildings on Monday, 2 November, which makes the stability of the power grid and the water utility especially critical.

No let-up in the energy campaign

The strike on Kyiv continued Russia’s large-scale campaign against Ukraine’s power system. On the night of 30 October, President Volodymyr Zelensky said, Russia fired 17 ballistic missiles. “Ballistic missiles are harder. It is a difficult challenge, especially with such a shortage of Patriots,” he said in his evening address. He listed regions where repairs are under way: Kyiv city and region, Dnipro, Chernihiv, Zaporizhzhia, Kharkiv and Sumy regions. In Poltava region, he said, ballistic missiles targeted oil-refining infrastructure in Kremenchuk. “The Russians have not taken a single step towards de-escalation in energy,” Zelensky said.

Izium: five dead, all medical workers

Izium in Kharkiv region declared 31 October a day of mourning. After search and rescue work at the site of the 29 October air strike was completed, the death toll rose to five, with 14 people injured. According to prosecutors, Russia dropped a FAB-500 glide bomb fitted with a guidance kit, which destroyed part of a building from the first to the fifth floor.

The Kharkiv Centre for Disease Control and Prevention said all those killed were its employees. “This is a terrible and irreparable loss,” the institution wrote.

Kharkiv: jet-powered Shahed hits Osnovianskyi district

Overnight into 31 October a jet-powered Shahed drone hit Kharkiv’s Osnovianskyi district, causing a fire. Mayor Ihor Terekhov reported three people injured and ten residential buildings damaged.

What next

The situation in the power system may change during the day. Kyiv residents can follow updates on the official channels of the city administration, DTEK and the Kyivvodokanal water utility. Authorities advise keeping a supply of drinking water and charging power banks while electricity is available.
