What happened

On Monday, 5 October, two Russian drones attacked a civilian merchant ship carrying maize in the Black Sea, President Volodymyr Zelensky said on Telegram. According to him, the vessel belonged to Turkey, and citizens of Azerbaijan and India were on board.

“A horrific strike by two Russian drones on a civilian ship in neutral waters that was carrying maize and belonged to Turkey,” Zelensky wrote. He said the ship’s captain had been killed, the fate of another person was still being established, and eleven crew members had been rescued, one of them injured. “My condolences,” the president added.

How Romanian rescuers responded

The ship was off the Romanian coast. Romania’s Interior Ministry, as cited by Suspilne, said that at around 11:00 the Coast Guard received information about a fire on a merchant vessel in Romania’s exclusive economic zone, about 30 nautical miles south of Sfântu Gheorghe. The Maritime Rescue Coordination Centre in Constanța launched a search and rescue operation involving Coast Guard vessels and a helicopter of the General Aviation Inspectorate. The injured were evacuated by helicopter.

According to Digi24, cited by Suspilne, the ship had sailed from Izmail, one of Ukraine’s Danube ports.

Ukrinform, citing Romania Journal, reported further details: a drone hit the Turkish-flagged grain carrier Royad Mammadov near the Pescăruș offshore gas platform operated by OMV Petrom. The ship caught fire and sank. According to Digi24 journalist Iulia Stanciu, the alarm was raised at around 11:00, when the Romanian Naval Authority received a report of a serious incident outside Romania’s territorial waters. According to Romania Journal, the incident took place 20 nautical miles from the Romanian coast and 9 nautical miles from the platform. Romania’s Interior Ministry, the outlet said, reported two people killed and 11 crew members rescued.

Reports from different sources still differ on the distance from the shore and the number of dead; the final picture is for the Romanian and Turkish authorities to establish.

Kyiv’s reaction

Zelensky stressed that Ukraine had repeatedly proposed concrete steps to de-escalate and guarantee security in the Black Sea, and that similar proposals had also come from third countries. “But Russia consistently chooses terror and sinking civilian ships instead of normal navigation. Pressure is needed to restore global food security. And everyone who is truly interested in this must help,” the president wrote.

Ukrinform recalls that this is not the first alarming episode near Romanian offshore infrastructure: in August Romania scrambled F-16 fighters to destroy a naval drone spotted a few hundred metres from a platform of the Neptun Deep gas project.

Why it matters

The strike took place not in Ukrainian territorial waters but in the economic zone of Romania, a NATO and EU member state. The ship belonged to Turkey, the crew were citizens of third countries, and the cargo – maize – had left a Ukrainian port on the Danube. In other words, the consequences of the attack immediately affect several states that are not parties to the war.

That is exactly what Kyiv is highlighting: Zelensky links the safety of navigation to global food security and calls on everyone with a stake in it to put pressure on Russia. How Ankara and Bucharest respond to the incident will become clear later.
